New Contingent Workforce Pre-qual Scheme

Minister for Finance and Services Greg Pearce today announced the start of a new supplier pre-qualification scheme to cover the contingent workforce needs of NSW Government agencies.

Mr Pearce said the new scheme replaces State Contract C100, a closed panel contract, which was complex and locked out many suppliers, including small businesses.

“The NSW Government supports a procurement system that aligns with contemporary market and business practice and doesn’t create unnecessary barriers to innovation while enhancing competitive business environments,” he said.

“The new pre-qualification scheme will breathe life into this area of procurement for the NSW Government leading to better outcomes for citizens and taxpayers.

“Key elements of the new scheme include:

  • A new self-service, online application process for suppliers which can be made at any time;
  • Simplified terms and conditions and reduced insurance requirements;
  • new categories for suppliers to provide services under; and
  • A  new  standard  approach  to  rates,  reporting  requirements  and  contract management across government.

“The new scheme is the first of a range of initiatives to improve and streamline service delivery within the contingent workforce category.

“The NSW Government is determined to make doing business with government easier, simpler, and more attractive.

“We are in the process of converting a number of closed panel contracts to pre- qualification schemes while being respectful of associated risk and preservation of market leverage.

“The Department of Finance and Services will be working with the Small Business Commissioner to promote the business opportunities available to SMEs through the new scheme,” Mr Pearce said.
